Launched in 1993, the API (EOLCS) engine oil program is a collaborative effort involving the petroleum and additive industries, major automotive and engine manufacturers such as Ford, General Motors, and Fiat Chrysler, as well as organizations represented by the Japan Automobile Manufacturers Association and the Truck and Engine Manufacturers Association. The program also includes contributions from technical societies and trade associations such as ASTM, SAE, and the American Chemistry Council (ACC).

The API CI-4 and API CI-4/SL service category licenses awarded to HARTOL Highway MD SAE 10W-40 and HARTOL Endurance M SAE 15W-40 engine oils underscore their premium quality and compliance with industry-leading standards.
